In detail
This is the accuracy class C meter in the single-jet range, and the class is the whole point of it. At DN15 it registers from 15 litres an hour where the class B meter in the same body starts at 30 — so half as much water passes unmeasured before the meter begins to count.
On a single house that difference is small. Across a society of two hundred flats, each with a cistern valve that weeps, it is the difference between a bulk meter that reconciles against the sum of the sub-meters and one that does not. Unaccounted-for water is mostly not theft; it is thousands of hours of flow below the starting threshold of the meters that were installed.
The register is liquid sealed, which keeps the wheels legible, and the meter covers DN15 and DN20 with nominal flows of 1.5 and 2.5 m³/h.
