In detail
Standard DN15 meters are 110 mm between faces. This one is 80, and the 30 mm is the entire reason it exists.
Replacing a meter in an existing chamber is a length problem before it is anything else. The isolating valve, the union and the meter were installed as a set, and a replacement that is longer than the original means cutting and re-piping in a hole in the ground. A short-body meter takes up the slack instead, and the job becomes an exchange rather than an excavation.
Everything else follows the dry dial single-jet range: a vacuum-sealed register with eight number wheels, a brass body painted or nickel coated, magnetic drive, and nominal flows of 1.5 and 2.5 m³/h at DN15 and DN20. It is declared to ISO 4064:1993 in accuracy class B.
