In detail
This is the straightforward route to automatic reading: a proven mechanical measuring element with an electronic register on top that sends its reading rather than waiting to be looked at. The reading resolves to ten litres, which is enough to bill from and enough to spot a change between nights.
The design keeps the electronics separate from the measuring element. That sounds like a detail and is actually the maintenance story — a failed radio or a flat battery is a module change rather than a meter change, and the meter that is measuring correctly stays in the wall.
The register runs for at least ten years on its own battery and reports its own health: sensor faults and battery state are sent without being asked for, so a scheme finds out about a dead meter from the system rather than from a customer's estimated bill.
It is sealed to IP68, reports at R100, and the radio is specified for penetration rather than range alone — the hard part of a domestic scheme is not distance but the meter box lid, the riser cupboard and the reinforced slab above it.
