In detail

This meter starts registering at 12 litres an hour at DN15, well below the flow at which a mechanical meter of the same bore has stopped turning at all. There is nothing in the bore to stall: the measurement is made by timing an ultrasonic pulse with and against the flow, so there is no impeller whose bearing friction sets the lower limit.

That range is what makes district metering arithmetic work. Subtract the sum of the consumer meters from the district meter and the remainder is supposed to be the loss; if the consumer meters are blind below 30 litres an hour, a large part of that remainder is not loss but unregistered legitimate use, and the leakage figure it produces sends crews to look for water that is being drunk.

The body is stainless steel, chosen for corrosion resistance and strength rather than cost, and there are no moving parts to wear. It holds the last 24 months of readings on board, so a gap in the network does not become a gap in the record.

The same meter is supplied for LoRaWAN, for wired M-Bus, or with a plain pulse output where the reading system is already chosen. The metering is identical in each case; only the way it reports changes.
