In detail
Prepayment moves the credit decision to before the water is used rather than after, which for a utility with a long recovery cycle is the difference between supplying a connection and financing it.
The card here is contactless. A contact card has an exposed reader in a wet, dirty box, and corroded contacts are the ordinary failure of prepaid schemes — the meter works, the credit is on the card, and the two cannot talk. A radio-frequency card lets the whole assembly be sealed, and the meter is designed as a fully sealed unit for exactly that reason.
The shut-off uses an electrically operated suspension ball valve, chosen for low pressure loss. That matters on a prepaid connection, because the valve is in the line permanently: a restrictive valve costs the consumer head every day in exchange for a function used a few times a year.
The card also records the meter's operation, so a dispute can be settled from the card rather than from the utility's word, and the meter is protected against electrical and magnetic attack.
